This article from the April "Ingleboro' Info" Newsletter:
Last year the Duke of Edinburgh Award scheme offered Operating Authorities five new options, any or all of which they could use with their Bronze DofE groups during the 2018 expedition season.
This was introduced to assess whether they improved the number of participants starting and completing their programme or Expedition section. These included increased use of indoor accommodation, leader-set aim, no presentation, combined Supervisor/Assessor and no practice expedition.
Whilst some leaders thought these changes lowered standards, others liked the modifications as they enabled more young people to be motivated to continue their DofE experience by progressing to the Silver Award level. These new options have now been instigated for all but are not compulsory. It is now down to the local operating authorities to implement them, if it is deemed beneficial.
